Watiqa.ma: service to order online a birth certificate

ParRachid AmaouileTweetA la fin de 2011, et dans le cadre du Plan Maroc Numeric 2013, la collaboration du ministère de l’intérieur, du ministère de l’industrie du commerce et des nouvelles technologies et Barid Al-Maghrib a donné naissance de watiqa.ma, un site internet offrant la possibilité de commander en ligne des documents administratifs d’état-civil , à savoir les copies intégrales et les extraits d'acte de naissance et de les recevoir par courrier recommandé à l’adresse de son choix. Ce service a comme objectif de faciliter l'obtention de tels documents en palliant les désagréments des déplacements.D'après le site, la durée de traitement au niveau des bureaux d’état civil est de 24h, et la durée d’acheminement par courrier recommandé par Barid Al-Maghrib est de 5 jours au maximum. Après plusieurs tests, cela s'avère vrai.Quant aux MRE, l'envoi est conditionné pour la possibilité de la livraison du courrier vers le pays choisi par Barid Al Maghrib .Selon le dernier rapport de la cours des comptes en relation avec l'évaluation de la stratégie Maroc Numeric 2013, ce service n'aurait pas de succès commercial vu le prix pratiqué par extrait d’un acte numérique que seuls 2% des marocains sont prêts à débourser pour les services E-Gov sur Internet selon une ancienne enquête de l’ANRT sur l’usage des TIC au Maroc datant de 2012. Ceci est dû plutôt à la méconnaissance de l'existence d'une telle plateforme et le manque de confiance à l'égard des sites offrant des solutions de paiement en ligne. Les spots publicitaires ainsi que la diversification des moyens de paiements pourraient bien faire en sorte que ce service sera utilisé de plus en plus par les marocains ainsi que les MRE.Cette plateforme intègre aujourd'hui 37 provinces ou préfectures donnant accès aux documents administratifs dans 163 communes. Elle sera progressivement déployée pour couvrir la totalité des bureaux d’état civil situés à l’intérieur du territoire national.
