Use of artificial intelligence by police forces: deputies against mass surveillance

To guarantee the right to privacy, deputies require solid guarantees when artificial intelligence tools are used by repressive services.
In a resolution adopted by 377 votes for, 248 against and 62 abstentions, deputies highlight the risk of algorithmic bias in artificial intelligence applications (IA) and specify that high human and legal controls are necessary to prevent discrimination by the'AI, in particular in the context of repressive services or in a cross -border context.The final decisions must always be taken by a human being and the persons subject to systems supplied by the AI must have remedies, consider deputies.Fears relating to discrimination after the text, the IA identification systems already commit a disproportionate number of identification errors for minority ethnic groups, LGBTI people, the elderly and women, which is worryingin the context of the application of the law and the judicial system.To guarantee compliance with fundamental rights when these technologies are used, algorithms should be transparent, traceable and sufficiently documented, ask the deputies.When possible, public authorities should use free software to increase transparency.
Controversial technologies to respect privacy and human dignity, the deputies require a permanent ban on the automated recognition of individuals in public spaces, pointing out that citizens should only be monitored when they are suspected of a crime.The Parliament requests to prohibit the use of private facial recognition databases (such as the Clearview AI system, which is already used) and the predictive font based on behavioral data.
Furthermore, deputies want to prohibit social rating systems that try to assess the reliability of citizens according to their behavior or personality.
Finally, Parliament is concerned about the use of biometric data for remote identification.For example, the border control gates based on automatic recognition and the Iborderctrl project (an ""intelligent lies detection system"" for the entry of travelers into the EU) should be abandoned, believe the deputies, who invite the commissionEuropean to open offense procedures against the Member States if necessary.
